Following the appeal of the British Committee in 1927 further pressure came in March 1928 when a distinguished group representing the British Confederation of Arts addressed a letter to Sir William Clark, Comptroller General of the Department of Overseas Trade, urging the Government to take over the pavilion; the signatories included Sir George Clausen, Sir John Lavery, Sir Frank Dicksee, Sir William Orpen, Charles Ricketts, Charles Shannon, Augustus John, Roger Fry, Frank Dobson, Henry Tonks, William Rothenstein, Sir Charles Holmes, Sir Herbert Baker, Sir Giles Gilbert Scott and George Bernard Shaw.

The subject was now receiving serious consideration from the Government but progress was slow. The British presence in Venice in 1928 was due entirely to the generosity of Sir Joseph Duveen, and the exhibition was mounted by his national organisation, British Artists' Exhibition. He continued to support the pavilion financially over the next six years with gifts of £150 a year.
